This sign has been in place at a 99-cent shop on Broadway for years. My guess is that it is supposed to say KITCHEN UTENSILS, but the exact wording got lost in some Engrish exaltation or other mis-interpretation. Someone, either on the phone or across the room, yelled KITCHEN UTENSILS but the sign maker heard KITCHEN STENCILS.
