It's Chechnian. The word is Lalla with a line above the double L denoting an accented letter. In this case it changes the LL sound to a CL sound. The original word means happy but with the accent over the double L it now means uprising. A for the 8.7 maybe it's the date. Aug 7th or Jul 8th. Not sure about that.

Oh yea, deff "lotto". You can tell by the first o in the word as it matches the last o. The cross of the t's is just too high to really notice it at first. I agree with the very smart girl above, probably worth 8 or 7.7 mil. Or maybe this persons numbers are 787, ohhhh.
