Although its been a while since anyone else has posted... I'm betting that those could be a European phone number, not necessarily lotto numbers. Doesn't look like a lotto number, but the French I know do phone numbers in 5 groups of 2s. The other set is probably country code.

I don't think that is 64, it is 04. Look at the other 6's on the bill. None of them look like the one that you thought was 64.
